New York plans to revive a $9 congestion mitigation charge for driving in Manhattan starting in January that the state indefinitely put on hold earlier this year, Governor Kathy Hochul said Thursday.

New York Gov. Kathy Hochul is resurrecting a toll on people driving into the busiest parts of Manhattan but at a lower cost, a move her allies hope will allow the nation’s first system of congestion pricing to begin operating before President-elect Donald Trump is inaugurated.

Kathy Hochul plans to revive a controversial congestion pricing plan for drivers entering Manhattan at 60 th Street and below by knocking $6 off the $15 toll she rejected in June. The new $9 toll would need to be approved by the Metropolitan Transportation Authority Board at a meeting next week.
